Political
and Electoral Reform
We purpose that Congress:
1. Enact legislation
to eliminate campaign
contributions from special
interests such as political
action committees, unions,
and trade organizations.
2.
Adopt a constitutional
amendment to impose
a lifetime limit of
no more than two terms
in the United States
Senate and three terms
in the United States
House of Representatives.
3.
Adopt a constitutional
amendment to eliminate
the Electoral College,
providing instead for
the direct election
of the President by
the voters.
4.
Enact legislation providing
for reasonable and equitable
ballot access standards
for all federal candidates
regardless of party
affiliation.
5.
Enact legislation requiring
that all ballot-qualified
candidates for federal
office be allowed to
participate in publicly
broadcasted debates.
Government Process Reform
We purpose that Congress:
1. Enact legislation
to prohibit an incumbent
from doing any mass
mailing at public expense
after March 31st of
an election year and
prohibit any franked
mass mailings by incumbents
to voters outside of
the district in which
the incumbent serves.
2.
Enact legislation to
prohibit federal elected
officials or political
appointees from serving
as paid lobbyists after
they leave office.
3.
Enact legislation to
eliminate pensions for
congress and their staff.
Fiscal Responsibility
We purpose that Congress:
1. In order to establish
fiscal responsibility,
it is necessary for
the federal government
to adopt a balanced
fiscal budget on a yearly
basis, beginning with
the fiscal year 2000.
We propose that said
budget policy be adopted
no later than September
1 prior to the commencement
of the next fiscal year.
2.
In order to enforce
the adoption of a yearly
balanced fiscal budget,
we propose that Congress,
the President, the Vice
President and the President's
Cabinet forfeit 5% of
their salary and other
benefits for each calendar
day after September
1 that the budget is
passed. This forfeiture
shall commence on September
1 of said fiscal year.
3.
In the event Congress
declares war pursuant
to the power granted
to them in Article I,
Section 8 of the Constitution,
Congress and the President
must still adopt a budget
before September 1 prior
to each fiscal year,
however it need not
be balanced.
4.
We support prohibiting
monetary transfers from
any federal trust fund
to the federal general
fund.
Tax Reform
Goals
of Reform
Federal Tax Law must:
1. Be simplified to
reduce the filing burden
and preparation costs
on taxpayers, to eliminate
benefits to special
interests, to reduce
potential favoritism,
to increase voluntary
compliance and to reduce
the role of the Internal
Revenue Service.
2.
Be reformed to promote
individual savings and
investment, thereby
decreasing dependency
on government.
3.
Promote job creation,
business investment
and tax fairness.
4.
Include the elimination
of the Federal Estate
Tax to provide incentive
for individual productivity,
promote the efficient
use of capital and promote
job security.
5.
Eliminate the marriage
penalty.
6.
Remove low income taxpayers
from the rolls.
Environmental and National
Resource Policy
We support the imposition
of market rate fees,
rather than below market
rate fees, for the use
of public lands for
grazing, timber harvesting,
and mineral development.
